CONCORD – Today, Senator Becky Whitley (D-Hopkinton) introduced SB 416 to the Senate Health and Human Services Committee. SB 416 requires children's behavioral health assessments to include evidenced-based functional behavioral analysis, or similar assessment, and a behavioral intervention plan prior to the placement decision.
After the hearing, prime sponsor Senator Becky Whitley (D-Hopkinton) issued the following statement:
“In 2019, the legislature passed historic reforms to the children’s mental health system through SB 14. However, there are still a significant amount of New Hampshire children receiving care out of their homes and even out of state. Doing an assessment to understand the cause and meaning behind a child’s behavioral challenges can help the state make more informed decisions and reduce the need for institutional placement. This bill is a small step to ensure NH children get the appropriate care they need, close to home.”
