CONCORD – Today, Senator Kevin Avard (R-Nashua) introduced SB 52, relative to city charter provisions for tax caps, which seeks to limit the ability of cities and towns to make spending decisions at the local level.
After the hearing, Senator Perkins Kwoka (D-Portsmouth) issued the following statement:
“SB 52 is misguided, unworkable legislation that has the potential for serious unintended consequences, such as disrupting spending caps in other communities in the state. Beyond that, this legislation has the potential to force drastic cuts to critical services, including education, law enforcement, and emergency services. We should not be passing statewide policy to solve one local problem. Statute already provides mechanisms for addressing these concerns at the local level.”
