Senator Morgan Introduces the Children’s System of Care in Schools Act of 2020

CONCORD - Today, Senator Jon Morgan (D-Brentwood) introduced SB 665, also known as the Children's System of Care in Schools Act of 2020 to the Senate Education and Workforce Development Committee. SB 665 puts support systems in place for school districts who are implementing an evidenced-based prevention framework to support the behavioral health and wellness of all students, called multi-tiered system of supports for behavioral health and wellness, or MTSS-B. These services include technical assistance, professional development, external consulting and coaching, as well as federal and state level funding.
After the hearing, prime sponsor Senator Jon Morgan (D-Brentwood) issued this statement:
“Our school districts have the monumental responsibility of addressing the behavioral health needs of our students that arise from New Hampshire’s ongoing mental health, substance use disorder, and child protection crisis. SB 655 is a fiscally responsible measure that gives school districts the necessary resources to enhance students’ behavioral health, attendance, academic achievement, and the overall school climate while reducing the burden property taxpayers face for the delivery of that critical care.”
