Senate President Sends SB 11, Mental Health Funding Bill, to Governor Sununu

CONCORD—Today, Senate President Donna Soucy signed SB 11-FN, relative to mental health services and making appropriations therefor, which next goes to Governor Sununu. This legislation addresses the emergency room boarding crisis in our state by funding increased reimbursement rates for Designated Receiving Facilities (DRF) beds and increasing the capacity for DRFs and transitional housing facilities.
“New Hampshire used to be a leader when it comes to mental health; unfortunately, our system has steadily eroded as the demand for services has outpaced our capacity to provide them. We can’t wait any longer to reverse this trend,” said Senate President Donna Soucy (D-Manchester). “I am grateful to Senator Sherman for leading the Senate Democrats’ efforts to address the emergency room boarding crisis as rapidly as possible.”
Senator Tom Sherman (D-Rye) added: “Using surplus funds, SB 11-FN represents a major step forward in rebuilding our mental health system and ensuring that New Hampshire citizens have access to the mental health care they need, when they need it, and in facilities designed to meet their needs. I am thrilled that SB 11 has cleared the Legislature with bipartisan support and is now heading to the Governor’s desk for his signature.”
